Our role

The role of the Professional Standards Command (PSC) is to enhance and promote a culture of high ethical standards throughout Victoria Police.

Our focus is on preventing corrupt behaviours involving police employees. This includes working to deter and investigate employees involved in criminality or misconduct.

This helps us to meet our goal of maintaining community respect and confidence in Victoria Police.

PSC’s key goals are to:

  • maintain community trust and confidence to ensure that we can continue to serve the community and uphold the law
  • maintain the ethical health of the workforce and reduce ethical risks and workplace harm.

PSC’s core responsibilities are to:

  • promote a culture of high ethical and professional standards throughout the organisation
  • investigate corrupt behaviour, serious criminal behaviours and misconduct where police employees may be involved
  • identify and proactively address emerging integrity issues and trends
  • deliver training on appropriate ethical behaviours and their management to Victoria Police employees to improve the ethical health of the organisation.

PSC is comprised of the following five divisions:

Conduct and Professional Standards Division

Conduct and Professional Standards Division is the 'front door' for PSC and consists of three units:

  • Police Conduct Unit (PCU) - the PCU receives and classifies incoming complaints and incidents
  • IBAC Liaison Office - the office provides liaison between Victoria Police and our key oversight agency IBAC. The office is also the Victoria Police Public Interest Disclosure Co-ordinator
  • Ethics and Professional Standards Officers - EPSOs are a network of inspectors that provides direct support to regions, commands and departments for the management of integrity files and professional ethical standards across the organisation.

Sexual Offences and Family Violence Unit (SOFVU)

The role of the Sexual Offences and Family Violence Unit (SOFVU) is to investigate allegations that involve Victoria Police employees of:

  • family violence
  • sexual assault
  • serious sexual harassment
  • predatory behaviour

SOFVU has an embedded welfare unit dedicated to offering support and guidance to those impacted by these offences.

Investigations Division

Investigations Division investigates corruption and criminality committed by our employees and high level discipline matters involving police officers and Protective Services Officers (PSOs).

Intelligence, Innovation and Risk Division

The Intelligence, Innovation and Risk Division supports PSC in promoting a culture of high ethical standards throughout the organisation by:

  • providing a range of strategic and tactical intelligence products
  • educating our employees in appropriate ethical behaviours and the management of integrity hazards
  • the provision of the Integrity Management Program
  • policy coordination, risk planning and risk management/mitigation
  • records management and probity advice
  • responding to IBAC and other oversight body recommendations
  • managing the Discipline Transformation Project which aims to streamline and simplify the complaint and discipline system to improve timeliness, proportionality and transparency whilst maintaining a remediation and victim focus.

Support Services Division

Support Services Division provides a range of tactical support to PSC Investigations Division.
